Found some surface rust on the wall panels, patch or replace before new liner

Pulled the old liner over the weekend to get ready for the new one and found rust starting on a couple of the wall panel seams down by the shallow end, nothing flaking off in chunks but it's not just surface dust either, has some pitting to it. Pool's from 2015 so panels aren't ancient. I know the textbook answer is replace the panel but that turns into a whole excavation thing I really don't want to deal with right now. Anybody had luck just wire wheeling it down, hitting it with a rust converter and moving on with the install, or am I just setting myself up to redo this again in five years. Liner install is already scheduled with my buddy so I'm trying to figure out if this is a stop everything problem or a deal with it later problem.

Not a steel wall guy myself so take this light, but pitting versus surface dust is the whole ballgame here, pitting means metal loss already happened and rust converter just seals the story it doesn't rewrite it. If it's isolated to those seams I'd deal with it now while the wall's already exposed, way cheaper than round two of pulling a liner in five years.
